I've purchased my last three desktops (two for me, one for GG) from an outfit that I have an awful lot of respect for, Puget Systems. On their website they have a section of "Articles". In one of these articles they praise a program called ShutUp10 (as in Shut Up Windows 10, love it!).

This program even lists things that should not be turned off (such as Updates and Defender) and the program warns you about turning them off but they wanted the program to be as complete as possible.
