@ Jay - I know you use Vivaldi as one of your browsers, so I am hoping you can help me with this problem.
I currently have three Win 10 computers, all using Vivaldi as the browser. On the latest computer that I configured (my sister's old Dell computer), I keep getting a message in the lower left corner that says 'Resolving Host'. Therefore, my website connections are very slow on this computer.
I read on the internet that it has something to do with Chrome and DNS, but I don't understand all of this. So I was hoping you could tell me the exact steps to follow to eliminate this problem.

I just use Vivaldi for streaming cable and don't know all that much about the thing. Regardless I'd try OpenDNS with any browser. https://www.opendns.com/setupguide/I use it on my router and three computers. It doesn't cost anything and is really just settings.

Jay, my speed test results were typical, so no problem there. I went to the Vivaldi Community Forum and inquired as to the cause of my Revolving Host problem on my secondary computer. Here was their response, and now I'm more confused than before: The resolving of host names (like forum.vivaldi.net) to IP addresses (like 104.22.79.179) is done in the Operating System itself. So this is usually a problem in the OS or on the local network, not the browser itself.
Does this issue only happen in Vivaldi or does it also happen in other browsers? How long does it take to connect? Do you have any extensions installed, if so try disabling them all and restarting Vivaldi. Or try in a Guest Profile if you get the same issue: https://help.vivaldi.com/article/guest-view/
Sometimes locally installed security software like anti-virus/firewall/parental control/VPN etc can cause these issues.
You can use a tool like GRC DNS Benchmark to test the speed of your DNS lookups.Do you have any idea what issues I should be looking for in my OS or local network? Both computers are running Win 10 version 2004 and Vivaldi version 3.1.1929.45. I haven't yet tried running a Guest Profile or the GRC DNS Benchmark, as I am not familiar with either. But I do plan on running both once I crank up my secondary computer. BTW, I did go to the opendns website that you recommended, but most of it was greek to me. I'm just not well versed on DNS and networking stuff. Maybe you or Steve could help me out here??

Are you running any 3rd party security on this machine, such as Malwarebytes Premium? And to confirm, the slow Internet is only on this machine, yes? Does the slowness also occur when using Edge as the browser?

Steve, I am running Malwarebytes Premium on both machines. Yes, the connection delay caused by 'Resolving Host' activity is only on this machine. I do not get this message nor the slowness when running Edge on this machine.

Bill, thanks for the link. I may try the beta version of Malwarebytes.
The Vivaldi support desk also sent me a list of things to try, which I will.
What is so puzzling to me is that both my primary computer and my secondary computer are running the same versions of Windows 10, Malwarebytes Premium, and Vivaldi browser. Yet only my secondary computer is giving me Vivaldi problems. Like Steve says, computers do present an adventure.

It appears that my problem solved itself. I sat down with a list of actions to try, but the first thing I did was to exit/quit Vivaldi and then restart the browser. The Resolving Host issue and delay no longer occurred. Sometime it's the simplest actions that solve the problem.
I was even prepared to download the current Beta version of Malwarebytes Premium, as I read in Bill's link that it was causing performance problems with Windows 10, version 2004 (which is what I am running). But now there is no need.

My guess would be that it was actually an ISP issue. Glad to hear that it's working again.

My primary computer uses the same ISP, and it was experiencing no delay or resolving host issue. Nor was a 3rd computer running Win 10 and Win 7 in dual mode. It was only this Dell computer that I repopulated after my sister gave it to me.
And the only thing I did to 'fix' the Dell issue was to quit and restart Vivaldi.
So why/how would my ISP affect only one of three computers? Just curious, 'cause I do want to learn this stuff, lol.

It may have just been the browser but I still would suspect the ISP as each system has a separate connection to the ISP through the router.
Again it could just have been a glitch with Vivaldi on the specific system but I would assume that you had closed the browser and opened before without the issue being resolved. If not, that would have been the first thing to do along with re-starting the system.

@Jay - As you previously suggested, I ran a speed test on the troublesome computer and got typical results, so that told me that computer was not having an ISP issue. Correct?
As best I remember, I did reboot the system but I don't remember quitting/restarting the browser before the last time that solved my problem.
I still think it was a browser glitch, as I read several articles addressing how to resolve the issue. And first on the list was to restart Vivaldi, lol.

I had the slow down problems, in fact everything seemed as if it was frozen but after putting the beta of Malwarebytes on everything was alright again, then when the upgraded version of Malwarebytes was offered I installed that and it didn't break anything. This was on my Acer desktop, I'd already installed the 2004 version of 10 on my HP laptop last December and had no problems with that machine.
