Location: The state of confusion; I just use Wyoming for mail.
This mainly deals with my Microsoft Surface as it has a local account. It is getting rather irritating to get notifications at least every other day trying to get me to try Office 365. Shoot, Office is already installed on the thing. This is not a spammer. The notifications are from Microsoft. Not really a big deal, just a little irritating.

Is the Surface running Windows 11?

Nope, Surface is running 10. Thanks to your link I did just find a setting that I disabled about getting notifications from apps and other senders.

So far so good. I fired up the Surface to read a bit last night and this morning with no notifications. :)

Good! I must have already turned off notifications ages back as I don't get any of those ads in Windows 10 or Windows 11. ;-)

I was only getting them on the Surface which is a local account. I don't get them on other systems that are on a Microsoft account.

Interesting that there is a difference with account types. Yes, I don't use a local account on any of my PCs...

I use a local account on my surface as it is likely to leave my apartment. While Microsoft advertises that a Microsoft account is more secure it is only more secure as to directly dealing with your Microsoft account. As to dealing with a specific system a local account with a decent password is more secure for the specific system.

<edit>
Oh, my Macbook Air is also a local account on the Windows side as it is even more likely to leave my apartment. Going to have to check it out as to notifications but I don't recall an issue.
