Windows 11 should run just fine on an I5 or I7. I'm sure that it would do fine on an I3 as long as heavy gaming or video editing were involved.

You just make your own install media using the "Create Windows 11 Installation Media" option at:
https://www.microsoft.com/en-us/software-download/windows11?9d47a9e1-e53b-49a1-92ca-a647d62dc410=True

You will connect your video via either HDMI or Display Port. I would need a link to the new system to see which. I connect mine via HDMI to an HDTV.
