Smart News is pretty much already included in Windows. What is in Windows may not be exactly the same as Smart News but I can't really find a difference and I have compared both side by side. The interface as far as settings is even mostly the same.
I will assume that you are running Windows 10. Go to the start Menu and click on 'News' to open. Go to the settings on the resulting window and simply select the types of news you want. When something comes up that fits your choices it will be displayed in the Notification Area to the right of your system clock if you have your Taskbar set to display at the bottom of your screen. If you want local news items it is best to allow the Windows News App (basically Smart News) to access your location.
You CAN actually install Smart News on your PC but it is a bit involved including installing an Android emulator (allows Android stuff such as Smart News to run in Windows). I have done this but Windows News and Smart News are so much alike that I removed the Android option.
