Apologies if this has been mentioned before and for the somewhat obscure header but MS have rolled out KB3184143 (Remove software related to the Windows 10 free upgrade offer) as an Optional Update (go figure why only Optional?):

About this update
This update removes the Get Windows 10 app and other software related to the Windows 10 free upgrade offer that expired on July 29, 2016. For a complete list of the software removed by this Windows Update, see the update replacement information.
Amongst others it removes the much (dare I say) hated, KB3035583.
As a Windows 7 user who wishes to remain that way, I hope this puts to bed once and for all MS trying to ram something down my throat I don't need, nor want.
As an aside, HP appears to be spending a large chunk of their UK marketing budget pushing their products on TV in the UK at present... apparently Windows 10 is 'Ten' no more
It is now, according to HP, Windows "One Oh"... or perhaps that should be Windows "One Owe"??
