Let's make sure that it is understood as to what you want. I assume that you mean an external device where you can plug in an existing M.2 drive and a new one and have it duplicate the original to the new. If so they are available but not cheap. Here is one I found on New Egg for $69.99 that seems to do what I think you want. It actually looks like a decent unit and will duplicate/clone a drive on its own without needing to be connected to a computer. It is made by Orico who also made both my 7 port powered USB hubs with which I've had no issues. It is designed for USB 3.2 Gen2 but also comes with a cable for USB2/3. If you search just be careful as many results that come up will actually be external enclosures with one M.2 NVME and one M.2 SATA connection.
