My probem is this:
Every time I reboot the computer it says that it cannot connect and does a reset. I have apparently no way to change anything at this time.
I have changed accounts and get the same results in both of my available accounts.
Also, almost no programs will now start. A white line shows at the bottom of the icon but when it gets to the end of the icon it just stops and the program does not run..
This all occurred when the power company was replacing poles and turning my power on and off and my UPS battery decided to go dead. I was able to restart the computer a number of times... but the last time was the killer. The computer runs headless.
Side bar: I believe I was running Outlook, and now am running 365. I believe I know how to bring the Outlook.pst back into play but do not want to get into that until I get the computer to reboot as it takes a day to resync that which it can.

If you can it may be easiest to Recovery and reset the system. I know, it is a pain to re-install everything but sometimes it is the easiest way.
It is also possible that the power drops damaged your hard drive.

It is also possible that the power drops damaged your hard drive. It does that every time it reboots/or tries to. It is SSD memory and seems OK on tests. I have been working on this for over a week now and just found the time to look for help.

Then it may come down to a clean install... if that will work. Just because the drive is an SSD does not mean that it can't be corrupted.
Do you have a system image you could try restoring?

Do you have a system image you could try restoring? True, but memtest is clean. Not really, many different backups. I really at present do not want to do a wipe as it is running headless. My thoughts are really that I have an incorrect account somehow.

Memtest won't do anything as to an SSD, it is just for RAM.

Not Memtest, but memtest=memory test Yes, memtst == memory test but your system does not see an SSD as memory (RAM). It sees an SSD as storage (hard drive). What brand is your SSD? I'll steer you toward the proper diagnostics for the drive. For instance, if the drive is Samsung, you would want Samsung Magician; if Seagate, you would want Sea Tools; If Sandisk, you would want Sandisk Dashboard. I don't know about Intel as I have no Intel drives. On the other hand you could very well be right about an account issue. If able have you tried creating another user? If you do another user, and it is OK, just copy the info from the original account's libraries to the new and remove the old account. Again, if able, you could also change your account login type. If it is a Microsoft login change to a local account. If it is a local account change to a Microsoft account. <edit>Just for the record an SSD drive is more akin to a flash drive than it is to RAM.
