I know that I can manually run a Windows Defender virus/malware scan at any time. Can I also manually run a "Health Scan" and what exactly is it anyway?

If I am not mistaken Defender runs a health scan every time the system is booted.

If I understand correctly a health scan checks to be sure that normal security is running properly and there are no driver/device issues along with some other stuff.

Don't take the above as gospel as I don't pay that much attention. I just have a Defender icon in my Notification area and, if it shows anything but a green dot, I open Defender to see what it does not like. I do not believe that it can be run manually as it is a constant real time check.

Jay is correct. When the icon is green and you open the Windows Defender Security Center and select "Device Performance & Health" it will show the date of the last scan under "Health Report". Each of Windows Update, Storage Capacity, Device Drivers and Battery life will list "no issues". In the case where there is a red check on the icon, the option to run the Troubleshooter will be available for the item under "Health Report" where an issue is seen.
