There was a flaw in a recent Windows Update that effects, primarily, VPN and/or proxy connections. The symptoms are broken, slow and/or intermittent connections. The fix for this is not a normal Windows Update and needs to be downloaded and installed manually.

1) Did a clone of my system drive in case the patch caused issues. I do both system images and clones to backup my system. In this case I chose clone as it is quicker.
2) Of course I applied the patch and re-started.
I saw no difference but then I use neither a VPN nor proxy so I didn't really expect a difference. I only applied the update to see if it caused my system any issues; it did not. If you are seeing any oddities with your Internet this update is something that you MAY want to check out.
